I just emailed them. I found them by googling for JHU Open Access. They seem relevant, so here's what I said to them:

I am a rising junior in computer science and cognitive science. I'm spearheading a Hopkins Weblogs project. The idea is to enable personal and professional publishing in a simple, open way. Weblogs, having hit the news lately, are a simple way to publish online; they enable conversations with the Internet as a whole. In addition to comments, the software system we use gives machine-readable XML feeds and dynamic “interest” lists that allow users to find other similar-minded individuals.

Hopkins Weblogs believes that the information academics and students publish in this manner could be most helpful to each other and the world if they are licensed under the Creative Commons scheme. Creative Commons is a legal group devoted to expanding the range of creative work available for others to build upon and share, giving authors control over what rights are reserved and what rights are granted to readers.

We are contacting the Scholarly Communications Group to discuss possibilities of SCG publishing content on Hopkins Weblogs, or adopting our project. We would be happy to demonstrate the system to SCG. In addition, if SCG is interested, Hopkins Weblogs is looking for a department or organization to host our server. Right now, we are on NTS resources, which limits our ability to use JHED, so we also ask if SCG would be able to provide any of: an IP address for us to plug our server, funding to buy our own server (on the order of five hundred to one thousand dollars), or simply more public awareness of our project.
